I was on a long bike ride once just for excercise, when I found this place (open during the day, too!). I went back at night, but it was busy with people the owners knew, so I was kind of sat at the back on my own. Just had a couple of beers and some mixed nuts, then left.
It has some good reviews on Google Maps, so I guess if you can get at the bar and know more Japanese it's alright. The owners might like "proper" books and not trashy paperbacks, mind you.

Just north of Fukushima station, high up in a building (use the lift!)

¥500 cover charge. Drinks weren't too much, from what I recall. Well, the beer wasn't, anyway. Reportedly they do fresh-squeezed cocktails with or without alcohol. Closes at 11:00.
In Conclusion
Maybe I'll go again and try it out.
