Bill Wicken is a cousin of the Whites', whom was "discovered" through parents in the village going through a family tree craze. Though they go to the same school as him, his age is "between" theirs, so they don't really know him all that well. He is actually friends with some of the kids that Anti Bully considers "enemies", but they recruit him anyway.

He thinks that Anti Bully is a "gang", which exists to "get" the enemy kids, cornering them one by one and giving them beatings for no real reason. That said, he does follow orders well and thinks it's cool to have a "gang" with a leader. Unlike certain other agents he doesn't spend half the time trying to claim the leadership position for himself.
