Why is Terra fighting Shinra? Those are totally different games!

It's not based on any games, it's based on a comic, which is based on a crossover of two games.

Isn't Terra meant to be a scared, traumatised teenage girl on a quest to find the meaning of love? Where has this badass come from?

Keep playing ;) ...if you mean player attacks, it gets more complicated. DEHEXTRA doesn't allow you to make new weapons, only modify the old ones. While I could create "bolt" and "fire" attacks, one would be stronger / have different properties than the other (see the old FFIII Doom for an example). I really want a magical system to have the same base damage and be modified after by elemental aspects (fire doesn't hurt a dragon, etc). When / if I make the EDGE version, on the other hand... then you'll be blasting away with everything from Fire to Ultima... and even doing some summoning!

What's up with the bizarre helmets / uniforms of the Shinra soldiers?

They're how 13 year old me interpreted the low-poly model when viewed on a small old CRT in 1997. The 3 dots are cameras integrated with night vision which connect to binocular mini-screens inside the soldier's helmet. This allows him to see, zoom in and also see night vision "superimposed" over normal vision and thus find targets in the dark (try hiding in the shadows and see how well that works out for ya - see, I turned a Doom engine limitation into a legit feature of the lore!). Of course we later saw a more detailed Shinra uniform in FF10 (which was also revealed to be an FF7 prequel) and later still in Crisis Core and the FF7 remake, but I'm sticking to first impressions. And let's all remember the Final Fantasy mantras...

Aren't Magitek armour meant to be some sort of steampunk bipedal horses, where did these "attack helicopters with legs" come from?

Fuck steampunk, for starters. Also this is set in the year 2000 so has a more modern and "realistic" level of technology

Realistic? REALISTIC? "Mecha" would be absolutely useless in real life, they'd topple over at the drop of a hat and be easy prey for tanks and helicopters

Yes, well, in the game an 18 year old girl running around in a swimming costume and trainers is taking out these pieces of advanced military equipment with a shotgun she found in a cupboard. So I'd say "mecha" have been implemented perfectly realistically ;)

Where is Sephiroth?

Hmm, vaguely homoerotic philosophical struggle-of-the-minds between clones with amnesia, or glorious revolutionary struggle against big-tech billionaires who have taken over the entire world? I know which aspect of FF7's plot I like more!

Where are Cid and Barett, or Gau, Umaro, Mog, Relm etc etc?

Some of those characters are in the comic, but don't do over much / are only minor characters. The others I just left out because I wanted to focus on my favourites / the most developed. Also Shinra are rather more Nazi-like and genocided all the black people long since. Sucks, but there it is... (also Relm is kind of in it, once).

Why have you simplified down a lot of the characters' costumes?

Easier to animate.

I notice that a lot of these "easier to animate" simplifications have also made the costumes of the female characters more revealing.
